Co-ordination Committee of AIBSNLEA, Asansol SSA under the leadership of Com. G.D.Sengupta, Organizing Secretary, W.B.T.Circle along with Committee Members Shri Sukdev Ghosh (BS, Burdwan), Shri Bimal Mondal, Asstt. B.S., Durgapur, Shri R. Bhattahcarjee, Asstt. B.S., Asansol met with G.M., Asansol on 26.11.2008 and discussed the followings items : - 

               “MELA” at different places under Asansol SSA. 

                Transfer cases of J.T.Os.

                   Transfer case of Gobindo Ghosh, D.E., Raniganj on medical ground within the SSA.

                Mutual transfer case in between Susanta Maji, JTO, Durgapur and Shri P.N.Rakshit, J.T.O., (Off.),   Burdwan within the SSA.  

             As per discussion the following action has been taken on 29.11.2008 –  

            “MELA” has already been started at different places under Asansol SSA.

             Transfer case of JTO - Order already issued.

            Transfer case of Gobinda Ghosh – Assurance given to settle the case as early as possible in consultation with Circle Office.

            Mutual transfer order within officiating JTO – Order already issued.  

               Circle Body thanks to team of Co-ordination Committee for the their positive step. 

·        E-2 to E3 training – 15 each for batch Dtd. 12.01.2009, 09.02.2009 &    09.03.2009 at RTTC, Kalyani. 

·        All the Branch Secretaries are requested to send the name of candidates awaiting for mandatory training for E-1 to E-2, E-2 to E-3, E-3 to E-4, E-4 to E-5.

·        Branch Secretaries are also requested to keep close contact with SSA Heads for the above in view of Circle Office letter No. SF/TC/P-8/TBEPP/Ch.II Dtd. 2.12.2008.  

             Court case against transfer order of JTOs at Gangtok. 

·        A.S.T.A. No. 2634 of 2008 at Hon’ble Single Bench, Order passed on 12.12.2008 -  “……….. Since this Court and in absence of any material indicating that the order of transfer has been issued in violations of any statutory rule, I find no justification for any manner of interference”.

·        Again in Division Bench, prayer for stay order came up for hearing before  Hon’ble Surinder Singh Nijjar, Chief Justice and the Hon’ble Justice Sanjib Banerjee – “Lordship were pleased to dismiss the above referred Stay Application on 17.12.2008”. 

Tele density and market shares as on 30.11.2008  

·        BSNL has added 4.71 Lakhs in all during the month of November 2008 and 26.43 Lakhs during 08-09 (up to 30.11.2008).

·        Overall, the growth is at 7^th, even below Aircel.

The United Forum of BSNL & MTNL Executives’ Association have decided unanimously to re-exercise our option and opt for DOT to end duality. All executives of BSNL & MTNL are requested to re-exercise  their option for DOT only as the DOT has already extended the dated of option up to 15.12.2008.   Decision taken 104^th meeting by Management Committee of the BSNL Board regarding    diversion of posts of JTO from DR quota to 35% Departmental quota.

       1)There will be no further diversion of DR Quota to 35%

      2) 3500 posts of JTO’s diverted will stand – re diverted to Direct Quota.

     3) Creation of 3500 supernumerary posts as per Circle wise as a special measure to adjust those officials who have already been promoted against diverted posts and to ensure that the promotional aspects of those officials who are eligible for consideration under the Recruitment Rules of JTO’s 2001 are not diminished in any manner.

     4) The supernumerary posts so created will stand abolished as and when the incumbents of these posts vacated due to promotion and the same post should not be used for the purpose of Local Officiating vide No- F NO  –3-9/2007-Per-IV dated 11.11.2008.

Biennial General Body Meeting of AIBSNLEA, Kharagpur Branch was held at Kharagpur on 15.11.2008. Com. B.N.Gayen and Com. Abhoy Sen were elected as President & Branch Secretary respectively. President, Circle Secretary, A.C.S. (General), West Bengal Circle attended and addressed the OPEN SESSION.  Representatives from other unions i.e. BSNLEU, NFTE(BSNL) were also present.

Highlights of C.E.C. meeting of AIBSNLEA, West Bengal Circle held on 15^th & 16^th November 2008 at Midnapore.  

Attendance and deliberation of the representatives from the branches was very much encouraging. Circle Secretary explained in details about functioning of West Bengal Telecom. Circle in the present scenario and participation of our Association in respect of Development & Marketing issues. Everybody  appreciated the activity of Circle Body. It was observed in the meeting that the paid membership has increased considerably despite retirements. Some important resolutions were adopted in the C.E.C. meeting unanimously.

AS PER RESOLUATION PASSSED IN 2^ND AIC HELD AT JAIPUR, MONTHLY SUBSCRIPTION HAS BEEN INCREASED TO RS. 30/= W.E.F. SEPTEMBER 2008. ALL THE BRANCH SECRETARIES ARE REQUESTED TO INFORM THE MEMBERS ACCORDINGLY.

 Your kind attention has already been drawn to the unsavoury situation prevailing in the Kolkata SSA. In spite of repeated efforts from Circle Administration and also from Associations/Unions, productivity of the SSA is deteriorating on day to day basis due to the autocratic and sadistic attitude of the Head of the SSA.

21.07.08: - An Appeal CGMT, W.B. Circle has made an appeal vide No. WLF/TC/MISC-44/VII Dtd. 9.6.2008 to All the Staff and Officers working under West Bengal Circle to contribute suitably in a fund which would be handed over to Km. Payel Samanta (daughter of a retired BSNL employee of Ghatal Telephone Exchange) to meet the expenses in connection with her Kidney transplantation.  We have learnt that her Kidney transplantation operation has been successfully over in the last week. For the above operation, her parents have arranged the money from various sources as loan. As such, in response to the appeal of CGMT, West Bengal Circle, Kolkata, all the Branch Secretaries/Unit Representatives of AIBSNLEA (under CGMT, West Bengal Circle) are requested to approach our members to collect the fund as requested by CGMT, W.B. 11.07.2008 : As per instruction of the BSNL/CO/New Delhi, W. B. Circle has forwarded the list of eligible PA/PS to BRBRAITT, Jabalpur for mandatory training under Executive Promotion policy. We have taken up the case with CGMT, W. B. Circle as well as AIBSNLEA/CHQ to arrange the training at the RTTC, Kalyani instead of BRBRAITT, Jabalpur. So that the expenditure for TA/DA etc may be minimized and PA/PSs may avail
the training from nearby training center.

09.07.2008: Joint Forum of BSNL Executives’ / Non-Executives’ Associations / Unions representatives met and discussed the ongoing developments regarding Govt. policy to bring 10% IPO in BSNL and imposition of VRS. The Joint Forum protested and decided to meet Secretary DoT and Hon’ble MoC on the issues. ITI merger with BSNL was strongly protested. The merger of MTNL with BSNL issue was discussed but kept pending for some time. Immediate absorption of ITS officers, immediate withdrawal of License Fee and free allocation of 3G Spectrum to BSNL is demanded for which letters will be issued to the concerned authorities of Govt. of India shortly.

05.07.08: - Pay fixation case in the Cadre of Private Secretary –
CGMT, W.B. Circle, Kolkata has issued Memo No. SF/TC/P-29/Loose
Dtd. 05.07.2008 directing fixation of pay under FR-22(1)(a)(i) without invoking FR-35. The case has been settled after several correspondences and prolonged discussions made with the Circle Administration of West Bengal Circle.   

02.07.2008 : Congratulations ! Untiring & consistent efforts of AIBSNLEA ultimately yielded the result in getting released the promotion order of 1099 SDEs(T) to DEs(Adhoc). The pre-AIC CWC meeting of AIBSNLEA is also notified on 27th August 2008.  All the Circle / Branch Secretaries are requested to elect delegates as per the provisions of the constitution i.e. one delegate per 30 paid members or part thereof being not less than 20 subject to the minimum two per Branch shall be elected by the Branches / Circles. 28-05-2008 :- Massive Dharna will continue for two days 29^th & 30^th May-2008- Massive Dharna programme successfully implemented throughout the country by active participation of thousands of Employees. But the BSNL Management has not come out to settle the issue so far. In view of the negligent attitude of BSNL Management, Joint Forum of BSNL Unions & Associations of Non Executives and Executives has decided to continue Massive Dharna for two days i.e. 29^th and 30^th May-2008. 27-05-2008 -  Joint Forum talk with CMD BSNL failed. Massive Dharna on 28-05-2008 continues- The Joint Forum leaders meeting held today with CMD BSNL seriously protested the decision of BSNL Management to deny merger of 50% IDA with basic to the BSNL Employees & Officers and linking the issue with other issues i.e. reduction in BSNL’s profit, 10% disinvestment of BSNL, VRS, demand of 5 promotions of Non Executive unions, wage revision, PLI to profit making Circles only, stoppage supply of uniform to Employees etc. Joint Forum Calls upon all to organize Massive Dharna on 28-05-2008 at all SSA/Circle/ CO level. 26-05-2008-  The case of 50% IDA merger with Basic :- It is understood that Draft Proposal for issuance of order for 50% IDA merger with Basic w.e.f. 01-01-2007 has been sent to  CMD, BSNL for approval. One Day Dharna Programme  on 28.05.2008 will continue, if the order is not issued before 28th May'2008.

23.05.2008- Congratulations ! BSNL Management finally cleared the case of 50% IDA merger with Basic Pay w.e.f. 01.01.2007. Order expected very shortly.

22.05.08: - Transfer order of Sri Asish Varma, JTO/OFC, ETR/ Durgapur has been kept held in abeyance in the interest of service vide Memo No. E-77/Group-B/2008/92 dated 22.05.08 issued by AGM (Admin), ETR, Kolkata.

15.05.08: - Congratulations ! 
 A Memorandum, regarding Development in WB Telecom Circle, is submitted to the CGMT, WB Telecom Circle today at lunch hour in a mass gathering of our members.

1) Change of pay scale on non functional basis will be accompanied by change of designation i.e on each financial upgradation, there will be change of designation, as is prevailing in other CPSUs. Change of designation will take place on functional promotion also. Thus, the designation of an executive shall indicate his functional as well as non functional status. This is a step aimed at introducing CPSU cadre hierarchy. 

2) Fifty percent of total STS posts will be filled up by TES Gr B & equivalent on regular basis through seniority cum fitness, and the remaining STS posts will be filled up on adhoc basis by eligible TES Gr B & equivalent. Existing adhoc STS officers will be, immediately after promulgation of new RRs, regularized in STS to become eligible for regular promotion to JAG. Necessary relaxation of requisite qualifying service to regular STS to enable them to become eligible for promotion to regular JAG will be duly considered. The posts of JAG remaining unfilled, after filling up JAG vacancies on a year to year basis in accordance to the provisions of about to be promulgated RRs, shall be filled up by regular/adhoc STS, as the case may be. 

3) Integration between regular STS (seniority cum fitness quota) and MTs ( through internal competitive examination and outside recruitment in equal proportion) shall take place in JAG in the ratio of 1:1 i.e fixation of inter se seniority between regular STS (seniority cum fitness) and MTs (50% through internal competitive examination and 50% through outside recruitment) shall take place in JAG in the ratio of 1:1 i.e 50% regular STS from seniority cum fitness quota, 25% MTs from internal competitive examination and 25% MTs from outside recruitment. This means that JTOs/TES Gr B and equivalent shall henceforth occupy 75% JAG vacancies on a year to year basis, in sharp contrast to not a single vacancy of JAG being occupied by promotees on regular basis as of now. In addition, about 3400 STS posts( i.e 50 % of 6800 STS posts of all disciplines) shall be occupied by  Group 'B' on regular basis, not a single STS post is being presently occupied by TES Gr B on regular basis. 

4) The issues of service weightage, one time upgradation of JTOs/SDEs and granting of first financial upgradation after four years to those not reaching the minimum of next scale etc. shall be considered separately in future as an when additional/fresh inputs on these issues are given to the management.       

5)Two affiliates of the united forum i.e NTEA and AIGETOA recorded their disagreement over the recommendations.

We convey our sincere thanks and profound gratitude to the chairman of the committee Shri S.R.Kapoor-Sr. DDG(FP), and all other members of the committee from the official side i.e Shri A.K. Purwar-DDG(P), Shri D.P.De-DDG(Est.) and Shri Shakeel Ahmed-DDG(SR), for their persistent unbiased and painstaking determined efforts to resolve the serious situation having arisen because of the decision of the BSNL Board  to recruit MTs from outside at STS and fix inter-se-seniority between TES GR. B/ equivalent and MTs at STS level.

State body of AIBSNLEA met CGM & GM/ETR on the same issue and it under constant persuasion.

31.03.08: - ACHIEVEMENT  ·       In response to our demand, DGM(Admin), WBTC has given instruction to discontinue deduction of Association-Subscription from the salary of the members of Executives’ Associations w.e.f. Salary of March '08 and onwards vide Memo No. U&A/TC/A-1/Corr/AIBSNLEA Dated 31.03.08

Good News: 50% IDA merger, we have already received instruction from DOT; we are going to take-up in the board meeting likely to be held on 18^th March’2008.  As far as Navratna status, we have given one presentation and we have shown that we meet some of the criterias but one criteria we could not meet about certain performance. Another round of presentation will be there very shortly, we will be able to clear our case.

13.02.2008:- 4th All India Conference of BSNLEU at Mumbai Com. GS, Org. Secy.(W) attended & addressed the OPEN SESSION organized on the occasion of 4th All India Conference of BSNLEU at Mumbai. Com. GS in his addressed discussed in detail the issues related to Viability of BSNL & Call upon the members to make an indefinite strike w.e.f. 26th Feb’2008 of Joint Forum a grand success. Hon’ble MOC & IT Shri A. Raja was the Chief Guest & Sh. Gopal Das, Director (HRD) & Shri. S.D. Saxena, Director (Finance) were the guests of honour. Com. M.B. Vichare, Secretary General NFTE, BSNL, Com. K. Vallinayagam, GS FNTO, Com. V. Subbaraman, GS TEPU, Com. Adsal, AGS, SNEA(I), Com. Arvind Sawant, GS MTNL Kamgar Sangh, MTNL Mumbai were also attended & addressed the OPEN Session. Various Trade Union Leaders of CITU, LIC, Banking Sectors & their Trade Union representatives of Sri-Lanka, Nepal also graced the occasion.

12.02.2008:- Due to constant persuasion by AIBSNLEA the promotion of PA to PS grade in Civil/Electrical wing have been approved by the competent authority.

21.01.2008: -Brief Report of 1st  C.E.C. Meeting at Asansol
Following major decision was taken in the meeting

1. A membership register should be maintained by marking the monthly subscription
2.  A membership campaign will be organized during the next two months
3. Quota should be remitted as per membership strength in time
4. C.E.c. members will meet once within a period of 3 months by rotation at North and South Bengal
5. Branch shouid hold the G. B. meeting monthly or bi­monthly and call the Circle Office Bearers to attend the said meeting.

In the said meeting Members expressed their views and suggestion for improvement of service of West Bengal Telecom Circle in all wings viz. PSTN, W-LL, Mobile, Broadband, Lease Line etc. as well as to minimize the expenditure.

Shri Animesh Mitra, Convenor of Joint Forum, \Vest Bengal State also attended the meeting and addressed the house.
Next C.E.C. meeting will be held at Coochbehar during the month of April 2008.
A meeting was held on 23.01.2008 at C.TTC. with the Members of CTTC & CMTS Wings, Members expressed their serious resentment regarding poor service quality of CMTS. They demanded immediate solution for smooth functioning of the Mobile service.

Circle Secretary assured that this matter will be taken up with the Circle Administration very seriously.
A meeting was held on 30.01.2008 at Telephone Bhavan, ETR Branch, Kolkata. Circle President, Circle Secretary, Asstt. Secretary (ETR), Asstt Fin. Secretary attended the meeting. They expressed their views on various points raised by the Members.

SOME PA/PS MEMBERS OF OUR ASSOCIATION ARE GETTING UNWANTED TELEPHONE CALLS AS WELL AS ACROSS THE TABLE REQUEST FROM A P,S. OF WEST BENGAL CIRCLE, KOLKATA WITH A REQUEST TO TAKE THE MEMBER-SHIP OF OTHER ASOCIATION. IN SOME CASES, HE IS ALSO THREATENING TO OUR PA/PS MEMBERS THAT IF THEY DON'T JOIN THE OTHER ASSOCIATION THEN THEY WILL FACE PROBLEM TO DO THEIR OFFICIAL WORK SMOOTHLY. AS PER HIS VERSION, "HE HAS MADE COMMITMENT TO HIS ASSOCIATION THAT HE WILL BRING AT LEAST 20 PA/PS MEMBERS BY BREAKING OUR ASSOCIATION", OUR MEMBERS HAVE OUTRIGHT REJECTED HIS REQUEST. WE BELIEVE THAT OUR PA/PS MEMBERS WILL STRONGLY OPPOSE THIS TYPE OF ILL-MOTIVATED DRIVE OF THAT FELLOW AIBSNLEA, W.B.CIRCLE & CHQ IS PURSUING THE CASES OF PA/PS AT CIRCLE AND CHQ LEVEL VERY ACTIVELY. 10-01-2008: - GS, President, Vice President-II, AGS (C/E/Arch./TF), AFS, CS Delhi and CS Rajasthan Circle met Sr. DDG (BW) and discussed.
(a) Mid-session Inter Circle Transfers: - We strongly protested against the transfer orders of SDE (Civil) issued recently in mid-academic session. Sr. DDG (BW) assured to look in to.
(b) Filling up of EE (Civil) and SDE (Civil) vacant posts: - Sr. DDG (BW) informed that the DPCs to fill up about 40 vacant EE (Civil) and about 137 (67 Adhoc to regular+70 Regular) SDE (Civil) posts is under process. Some missing ACRs and vigilance clearance are awaited.  He also provided the list of missing ACRs and vigilance clearance of eligible SDEs (Civil).
(c) Recruitment of JTO (Civil): - Sr. DDG (BW) informed that the justification /proposal for recruitment of executives i.e. JTO and above has been sent to BSNL CO for approval.
