23.11.2009 : GS, AGS (F) met ED (Finance) and GM (FP) and discussed :

(a) DPC from JAO to AO : We expressed our serious concern against delay in issuing the promotion orders from JAO to AO. ED (F) informed that after completion of DPC the postings on promotion is being finalised. He assured that promotion order will be issued by the end of this week.

(b) Regularisation of Adhoc CAOs : We requested to complete the regularisation process of Adhoc CAOs. ED (F) informed that VCRs of majority CAOs have been received but the ACRs of some AOs is still awaited. He assured to complete the process at the earliest.

23.11.2009 : GS, AGS (F) met GM (Estt.) and discussed :

(a) Pay Fixation under FR-22(I)(a)(i) instead of FR-35 of JTOs (Offg.) : We requested to provide pay fixation under FR-22(I)(a)(i) instead of FR-35 of JTOs (Offg.) since they are working as JTO and discharging the higher responsibility. Ernakulam CAT and Delhi Principal bench CAT has given judgment to provide pay fixation under FR-22(I)(a)(i) instead of FR-35 of JTOs (Offg.). GM (Estt.) mentioned that since the case is sub judice and JTO (Offg.) have not gone under Phase-II training, decision in this regard is not taken. We requested to send the JTOs in  Phase-II training and the court cases in this regard can be withdrawn, if management provides Pay fixation under FR-22(I)(a)(i) instead of FR-35. GM (Estt.) assured to look into.

(b) One time decision to promote about 2200 JTOs (Offg.)/Qualified TTAs as regular JTO : We requested to promote about 2200 JTOs(Offg.)/Qualified TTAs as regular JTO by taking one time decision as per the written agreement between unions and DOT/BSNL Management. GM (Estt.) mentioned that case is pending in Honl'ble Supreme Court, as soon as the judgment in this regard is delivered will immediately be implemented. 

13.11.2009 :-

 Congratulations ! AIBSNLEA's persistent efforts yielded results in getting released the Recruitment Rules of BSNL Management Service (Group 'A' RRs). The  finalization of Group 'A' RRs will pave the way for regular promotions to fill up vacant Group 'A' level posts of STS/JAG/SAG/HAG & Executive Director level Executives in BSNL.  Though the   Recruitment Rules are not to our full satisfaction i.e. the date of implementation of Group 'A' RRs  has been decided w.e.f. 11.06.2009 instead of 01.10.2000 as was in case of Executive Promotion Policy & some other issues. PROMOTION OF JTOs TO SDEs(T) AGAINST 67% SENIORITY-CUM FITNESS (PROMOTION) QUOTA -ORDER ISSUED :-AIBSNLEA'S persistent efforts yielded the result in getting released  the Promotion order of 2041 (includes 88 JTOs left -out in the last DPC)  from JTOs to SDEs (Telecom) with minimum disturbances 2) Out of 2041 ,120 SDEs have been posted outside their Circle on need bases 3)This DPC covers up to the JTO of OC-1993 -Shri Ajay Bardwaj (Raj),SC-1994- Shri Sukhdev Singh (PB) ,ST-2001- Shri S Pentaiah (AP) 4) Inter circle Transfer order of around 37 SDEs (who have not joined that Circle)  out of 119 issued during March 2008  has been cancelled (Order expected on monday)  5) Maximum no. of request applications  of the JTOs for the posting on their promotion from JTOs to SDEs have been considered.  6)Around 90 vacancies were unfilled in this DPC.  Click Here for covering Letter , Promotion order-list

     · Circle Body met with GM(HQ), ETR on 2.5.2009 and discussed the following points.    

1)     Cancellation of transfer order of Shri P.K.Sharma from COB to SLG and Dipankar Mukherjee from  Kolkata to Durgapur – Order issued on the same day.

2)     Modification of transfer order of Shri Probhat Biswas from Coochbehar to Patna – Order issued on the same day.

3)     To stop the favouritism in the name of deputation - G.M.(HQ) assured that the case of Smt. Sutapa Gupta, SDE(OFC), Suri will be considered within a short period.

4)     Installation of battery (2 X 5000 AH) for Salkia ETR Station will be started shortly and in future more care will be taken regarding feasibility before purchasing any equipments.

(a) Recommendations on Perks / Allowances – We requested GM (Estt), Chairman Perks Committee for early submission of the recommendations on Perks / Allowances on new pay scales. GM (Estt) informed that some exercise in this regard has been made and the Perks Committee will meet on Monday, 23^rd March to discuss the matter.

(b) Clarifications on pay fixation in new IDA pay scales – We requested GM (Estt) for early issuance of clarifications on pay fixation in new IDA pay scales e.g. pay fixation of executives whose DNI is on 01.01.2007, allowing option to change DNI on new pay fixation as available in FR 22 (I) (a) (i), fixation of pay in E-1A and E-2A grades etc. GM (Estt) informed that some needful clarifications have been prepared and sent to EF Cell for vetting. He assured for early issuance of the clarifications.

(c) Deferred option after 01.10.2000 from CDA to IDA scales – We requested GM (Estt) for early sending of the required information to DOT i.e. number of Executives affected at the earliest. GM (Estt) assured an early action.

Joint Forum Meeting with CMD BSNL – CMD BSNL invited representatives of Joint Forum of BSNL Executives / Non-Executives Associations and Unions to discuss about the Joint Forum’s notice for Agitation Programmes. CMD mentioned that DOT administration is making efforts to complete the process of ITS absorption in BSNL. In this connection Secy (T) has already issued the letter on 05.01.2009 for clarification of the earlier letter issued on 15.06.2006 and efforts are being made to get the clarification from Law Ministry regarding IDA pension revision which is expected shortly. Thereafter the process of ITS officer’s absorption in BSNL / MTNL will restart. He appealed to withdraw the Agitation Programmes. Joint Forum representatives clearly mentioned that Govt. should settle the ITS officers absorption issue immediately so that BSNL viability is no more affected. Since the discussions remained inconclusive the Agitation Programmes will continue. All the Circle Secretaries are requested to make the Agitation Programmes a complete success.

09.03.2009 :-

GS spoken to GM(Estb) & Chairman ,Perks Committee and requested for consideration of the suggestions submitted for granting allowances and Perks to the Executives of BSNL.GM (Estb) confirms the receipt of the letter and informed that Perks committee is meeting today to discuss the matter and suggestions will be looked in to .

 GS ,President met Executive Director (Finance) regarding clearance of New IDA Pay scales implementation order. ED (Finance)  informed that yesterday evening itself he cleared the case file and sent to CMD, BSNL for approval. We are expecting issuance of order today.

We earnestly appeal all Executives to concentrate sincerely for the growth of BSNL & to make it again No. 1 Company.

02.03.2009 :-

GS met GM (Estt) regarding implementation of new IDA pay scales. GM (Estt) mentioned that the Presidential Directive issued by DoT has been examined by PAT section and sent to GM (EF) for vetting. He assured that new IDA pay scale implementation order will be issued shortly. Being the chairman of the Perks Committee, he clarified that shortly the Perks Committee meeting will be held to discuss about the allowances i.e. Transport Allowance, Perks, Special Allowances etc.

Implementation of revised IDA pay scales : It is reliably learnt that Hon’ble MoC&IT approved the revised IDA pay scales of BSNL Executives recommended by BSNL Board and DoT. It is expected that approval will be received in DoT tomorrow and the Presidential Directives will be issued shortly by DoT.

Joint Forum Meeting :- The Joint Forum of BSNL Non-Executives and Executives Unions & Associations representatives meeting held and discussed the   issues adversely affecting the viability of BSNL mainly delay in absorption of ITS officers in BSNL and increase in FDI in Indian Telecom sector etc. Joint Forum unanimously resolved to impress upon for immediate absorption of ITS officers in BSNL and to serve notice of Active Trade Union Action programmes as under:-
